Daily Driver suggestions
I just bought an 02 Laguna diesel, 6 speed box so good for motorway miles and easily returns 50mpg combined, little over your budget, I paid £1500 but that was an estate with history etc so you may be able to find one in your budget, probably on ebay.

I was told the old MOT guide book stated that the exhaust must not be excessively loud for the type of vehicle (so we passed as its not your average car ) but the new rule gives a figure it can not be above, ro mitigating circumstances.

I was told by the MOT tester this year that new rules were coming in soon that would mean my NA would fail on noise levels when its due again, if and when it gets confirmed I will have to get a coulpe of silencers fitted I guess, a beautiful Alunox exhaust and it has to be ruined because of someone sat in an office making rules with no idea about classic cars !!

Several Weird Faults...
My first guess would have been loose battery cable as well, have you checked them all not just at the battery? If the car has been converted to MPH it can sometimes cause loss of steering power, search on here will help with that one. Flat spots could be any number of things, not sure where I would start.

strong petrol smell
The clips are known to leak, especially when cold, there are a few, start at the fuel filter and check them, will require removal of the throttle cover.

If you remove the plastic trim is just below the fuses, you wont be able to get to it from just taking the flap off above the fuses I am afraid.

When messing around with my TPS, if I put it out of adjustment there is a clicking sound, as if from a relay.

Starting problems..........
You have a drain somewhere on the battery, do a test while removing certain fuses to see what circuit its coming from, and I personally would not leave the ignition on for 20 minutes without the engine running, there have been stories of it damaging the PTU, not sure how true that is but I see no reason for leaving it on.

I would start with the easy stuff, check all fuses, there is also an earth there that can become rusty, take it off and clean it up, see what happens then.

Does the interior light also stay on or not work at all? only other time I have seen this problem it was to do with the fuse box in the footwell, water runs down there from leaking targas and messes with the wiring / fuses.

They go out when the key is removed, at least they should.

Blown fuse in the drivers footwell will cause that, its the one for audio I believe.

Sorry, faster, I can not multi task !! I think it must be something the car manufacturers do on purpose, not sure on the reason other than a comfort zone, motorbike speedos are just as bad if not worse.
