should my car do this

just been checking the tps and noticed that when the throttle is moved to about 1/4 and up to 3/4 there is a buzzing noise from the back of the engine. this is obviously done with the engine off but ignition on.

 

is this normal? egr perhapse

    When messing around with my TPS, if I put it out of adjustment there is a clicking sound, as if from a relay.
