Basically, the finance bill must first pass through parliament before it becomes law anyway - so it could still be voted out even before the election. But if it does come to pass, then any new government after May's election can still elect to make further changes - or indeed issue a new budget proposal after taking office. So in reality, if the Conservatives do hold onto power, they would most likely stick with today's budget - but a new government might well revise it with one of their own!
