Just clean the plug & washer and then put a smear of instant gasket goo on each side of the washer - good as new ....

Reboots are rarely random, as mentioned above check cpu temp and do a thorough memory check using one of the utilities like MemTest.

Not feasible I don't think - far too complicated manufacturing process.

IE can be disrupted by multiple AV programs, especially ones that have expired. make sure you have all the dead ones removed (especially Norton/Symantec) and then use a good free one such as Avast or AVG etc

Interior light delay.
I did this, bought one off eBay for a few £ and fitted it into the interior light.

Car battery charger question
The charger should show about 14.8v under load, eg when connected across the battery terminals. Under no load the voltage may very depending upon the type of circuitry, but it should be more than .23v - sounds like it could be Donald Ducked.

Help With Listed Buildings Officer visit ?
They are entitled to inspect and unless you have submitted a request to deviate from the plan then they can ask you to undo everything that is wrong. You can request retrospective planning consent but they are likely to be difficult. You need to be totally honest with those people and get them on your side before you start.

The main problem is the front overhang, eg the length of the body in front of the wheels. From the picture it looks like your front is worse than a standard one, so that won't help at all.

Update
I had a similar problem once when I had a set of HKS plugs that had done about 10,000 miles. The car just wouldn't start. I replaced them with a set of OEM NGKs and it has been fine since.

Ice/frost out of the fridge/freezer is effectively distilled water once melted too.

search wont work
You ought to be able to put exact phrases in quotes. But sometimes the search does get screwed and then the index needs to be rebuilt. As far as I know it's working ok at the moment.

Have you checked the connection to the CAS ? Loose plug there can cause no spark at all.

I've posted this many times, but basically every joint on the board needs to be resoldered, paying special attention to the ones that link the two sides of the board - the downside is that some of these are under the gas discharge display ....
