In this day and age with all the reports of dogs attacking people if there is any sort of complaint about dangerous dogs then I think the Police are going to try and cover themselves by issuing a warning encase something else happens. If another complaint was made about the dog then I do not believe that they would just take the dog away and have it destroyed, depending on the type of 2nd complaint then they might take the dog away and it would be looked after in kennels until a court decieded if it was to be destroyed. From the look of it if another complaint was made and it was a similar type of incident then I dont think the dog would be taken away, but your sister might get taken to court and the courts would proberbly just put an order inplace stating the dog must be muzzled and on a lead at all times outside the home.
