That's probably the engine oil cooler(small radiator), towards front of car infront of main radiator

Yes, there is a cover that fits over hole and around seatbelt

The cuts meant to be there to allow seatbelt to be thread through, you wouldn't get door card around seatbelt otherwise You don't see gap once fitted

I noticed the bumper and seats, missed the other differences tho.
