As a former manager of a customs & excise bonded warehouse, I can tell you that it's not necessarily a scam, though is a bit unusual. Sometimes the courier office from the country of despatch gets involved. It may be that (hence the foreign voice). Go carefully though, it might be a scam (just don't assume it is).

It depends on what the actual goods being imported are. Different goods have different tariffs and different % of duty. Then VAT on the duty. Then VAT on the cost of the goods AND the shipping costs.

Dunno about the pipes, but FWIW my settings are: 50%, 5, 1, 14.1, 15% (starting with boost % and doing the rest in the order they cycle) and I get a very consistent 13.8psi (slightly less in hot weather/slightly more in cold). That's my high setting - I don't bother with a low one as my right foot is clever enough to know when it shouldn't misbehave.
