Where do some people get their information from? Industrial site, I assume public access, requires insurance for the vehicle used, obviously was lucky with the first police attendance, normally get warned for using the minimoto, caught again, seize vehicle. Unfortunate that your friend fractured his skull but investigated to the same degree as an accident on a road. I suggest looking into vendor who sold minimoto and read their disclaimers, if you can proove they did not tell you you required insurance, take a case against them.
