Too much oil!
The bottom end being pressurised would have no impact on oil pressure, the pressure is caused by worn piston rings. Baz

Bypassing HICAS pump?
On a Uk car you will find instead of a joiner between the valve and the reservoir like in this pic there are 2 hoses going down to a power steering cooler but the process is exactly the same but obviously removes the cooler Baz

You need to remove the original rear steering rack and fit a Hisas Eliminator, then bypass the solenoid at the front. It's a very easy DIY job. Baz

Renault 16V timing belt
On the 8v engine there is a bung in the side of the block(gearbox end), you remove it and put in a dowel that locates and locks the crank, 16v may be the same. Baz

what boss should i get with eliminator fitted
You can't just fit a normal boss without other mods, there is no horn contact once the hicas/cruise adapter is removed from behind the original wheel.

I'm Using a 16" kenlowe with a Koyo rad, i have an aftermarket temp gauge which shows that it does the job perfectly. Most of these fans can be swapped from suck to blow just by swappling the power wires around but mine is fitted engine side as a sucker. Baz
