normally, if the protection is cutting in when you crank it up then its a sign of a either, a faulty driver thats shorting out, short on wiring like a strand of wire thats stuck out, bad earth or pos connection or the amp is faulty. the most common ones ive come across are the driver voice coil starts to short out or the amp is on its way out. its also possible that the amp is not powerful enough to drive the speakers correctly.

why not buy the car, stick the plate on retention,have another number put on the car & sell it. that way the plate wont cost you 600. :D
