Yep, I'd have to agree with you there Craig. The odometer plugs on to the speedo PCB so this suggests the actual speed signal is getting to the unit ok.

You can resolder them, but it's rather a PITA. Probably worth checking (cleaning/reseating) the connector that plugs in to the rear of the cluster first as this carries the signal to the speedo unit.
