That looks like it has got moist before the paint/lacquer has had chance to harden, maybe one of the other chaps could confirm this! Paint/lacquer if not a low bake oven should be left for 24 hours at least to harden properly, this could also have caused it to go FUBAR. to answer your other question, you should allow the basecoat to dry for 25-30 minutes( I think) before appying any form of lacquer. HTH
