any car under 10 years needs an sva, the model report is going to apply to heavily modified imports, or cars that have been altered dramatically from when built, at the moment any car that is sold in the uk there will be no problem getting a model report, so shouldn't be any problem getting any jap' import for the forseeable future

the fan will come on when the ecu temp sensor is disconnected so maybe thats at fault, as that acts like your choke so worth trying another before you get into expensive parts
