my illuminated rear panel is not working help

I have just bought a non working rear panel, i thought it was just the inverter however, i replaced that today and it still doesnt work ??

could it be the el panel inside thats faulty ??? any advise is welcome

    James is the inverter still for sale. When i wired up mine the inverter just buzzes and nothing else happens. It was working when i tested it before.
