i think the law of the land is actually one account and a second account is a banable offence, but testing is seperate to causing a nuisance

But generally there is no need for a second account unless you are a) testing b) misbehaving, or c) have managed to (accidentally) get yourself locked out of your primary account.

IMHO with the exception of a moderator using one for testing only single accounts should be allowed,

But not saying trying to have a second one should be a banable offence just don't allow it

I didnt say you should have 2 accounts, just said there are nothing in the rules about it. In my opinion, you would only want 2 accounts if you are...

a) Testing as a Mod or Admin.

 

b) Up to No good.
