Have you tried measuring the voltage out of the back of the TPS with a multimeter just to confirm the ECU is reporting the TPS voltage correctly?.

not tried that bud as i never had it with me when i was working on the car today, but i set it to just before the point when the revs lift and it registers tps closed on tickover will test it again when i next go down the garage

You should adjust it to .45V, then unplug the sensor for at least 15 seconds (with engine running) to reset the ECU. If your base idle is then too high, adjust it accordingly with the idle control screw.

when i adjusted it to .45 the revs had lifted way before that point and it continually displays on the data scan closed tps off have reset the ecu and left battery off etc but getting same results, base idles is set to 700 rpm at the mo
