Z back on Road with Problems

The car is in neutral and I'm trying to rev it. My foot is half way down on accelerator and not moving

 

See the result. It goes up to 2000 RPM and starts oscillataing up and down.

 

 

When I floor it she revs up OK

 

When she is driving the same thing happens Ie power no power jumping and hesitating around the 2000 RPM mark

 

Any one see this before?
