Mystery Oily Box

I was checking inside my inner wing as i've a problem with my Clutch booster...

There appears to be a box that has a filter in it.

I took this apart and it was soaked in dirty oil!!!

What is this, should i replace the filter, could this be the cause of the Clutch problem (goes stiff)?
