I think you’d need a lot more information than that picture to put a value on anything. 

Picture alone should be good enough to walk away. 

Even for free I wouldn't touch it. 

Was that a boat anchor at some point ?

In all honesty, it looks like a paper weight and is likely too far gone to be worth salvaging.

The cam shafts are exposed and the full thing looks as if its been stored at the bottom of the harbour.
