Normally can be done on line, however if you have recently bought the car it sometimes will only allow by post, not sure about inspection though, odd.

I believe there is a rule that the donor car that currently holds the number plate has to have a valid MOT, you cant, for example, find a rotten pile of junk in a field and take the number plate off it for your car. You would have to rebuild that car, MOT it, then transfer the plate. If the donor car has been off the road for a while, maybe they want to inspect it before allowing the plate swap?

You are indeed correct mate - and the donor vehicle should also be taxed as well. There are a couple of concessions - like if you have owned the donor vehicle for some time; and you have previously had it taxed and MOTd. I think DVLA will still let you put the 'plate on retention, providing the tax and MOT expired within (I think) six months. However you may not be able to do it online in this instance.
