I have a brand new HICAS lockout bar here for sale. It's never been fitted and I also had it powder coated to protect it.

£40 including postage which is a bargain!

It's not too difficult, a little messy though. You'll need to fit a return pipe on the PAS pot from the HICAS line to the return feed (easy enough) then you need to unhook the lines to the HICAS ram at the back of the car. Remove the inner HICAS joints, unbolt the ram, refit with the lockout bar and fit the inner hicas joints to it.

does it have the fitting kit with it too?

if so i will be interested

It doesn't, no, but I believe you can use the bolts that secure the HICAS ram.
