We have just had a special notice from VOSA about the change in MOT tests at the beginning of this year

Clarification that the check for the presence of a catalytic converter only applies to petrol vehicles that qualify for a full catalyst emmisions test regardless of the result of the Basic Emissions test

so for most zeds (upto '95 vehicles), as we do not have a full cat test it will be fine to decat & pass the MOT with no problems :)

cheers for that paul after all the hastleive just had does that mean i can take my cats off permenantly

thanks for posting that Paul, that's a relief! It's just the smoked indicators and HIDs I need to worry about now!

mine passed with hid and smoked rear lenses

  • Author

yea - HIDs are fine - the test just calls to check headlamp washers & self levelling devices if fitted

smoked lenses are only an issue if it severely affects the light output from memory.

I am not chuffed:no: I can't do much at all being a post 95 can't decat can't fit a nice steering wheel without air bag etc. what next?

ahh, but if your post 95, you might have the OBDII diagnosti port, in which case I'd rather be in your shoes lmao.

depends on exact date of reg if its a '95 car - all cars need a cat check after 1st August 1995, so if yours is registered before this then you will fall into the non cat test catagory - sfter this date the cat test will apply

incorrect it is the build date not when reg year

Yes, your right redbaron.

it is date of manufature, I forgot about that. you can normally check manufacture date on imports by checking the dates on the seat belt tags, if they are still intact. as V5's can be inaccurate.

My V5 says 1990, but the car is a 93. no sure what happened there, but there is multiple date stamps in the car showing parts were made in 92 and 93.

I may have to investigate that with DVLA too lol. good job i got the original sales invoice with the car, even though its japanese lmao

Ooh - I do love a challenge!

May I present exhibit "A"

from the VOSA testers manual:

attachment.php?attachmentid=2451&d=1074626599

Note the wording "Vehicle first used on or after 1 August 1995"

for most vehicles this refers to the date of registration - not the date of manufature.

When the tester logs the vehicle for testing it will only provide the date of reg - not the build date for testing purposes.

If no VSI (vehicle specific information) is provided on the printout then the tester can ask to see the V5 - again, for date of reg.

exhibit "B" from the testers guide states:

The reasons for refusing to carry out the test are:

a.

The log book / registration certificate or other evidence of the date of first use is not produced if the information therein, is necessary for the test to be carried out.

We can only test from the date of first use - not production date which will often be unknown.

There are certain exceptions for imports, Q plates & vehicles with older engines installed

additional information for vehicles with unknown date of reg which is not shown on the MOT computer:

3. Vehicle ‘first used’ Dates - Application of Test Criteria NT’s will normally be provided with the vehicle details as part of the Vehicle Specific Information supplied by the MOT database. This will usually include the vehicle’s ‘first used’ date. Where this information is available, the NT should only use Reasons for Rejection applicable to the vehicle’s age. However, in cases where this information is not available or incorrect, the NT should determine the vehicle’s ‘first used’ date as follows: a. Its date of manufacture, if the vehicle was originally used without being registered in GB (e.g., an imported vehicle or ex-HM Forces vehicle), or b. Vehicles having a Q plate registration when presented for MOT are to be treated as follows: For emission purposes only, all these types are to be considered as vehicles first used before 1 August 1975. For all other testing purposes they are to be considered as being first used on 1 January 1971, or c. In any other case, the earlier of either: · Its date of first registration, or · The date six months after it was manufactured.

Generally nearly all tests will come up with the date of reg automatically on the computer

This will be date of reg

if it was date of manufacture then new vehicles may need testing sooner for its first test - on a new vehicle you get 3 years from date of first use - I saw A CLK recently that had sat for around 2 years before being registered. This would have affected this if they went for build date

however as you can see some imports may still be using build date

so there are some exeptions but generally the MOT computer will come up with the date & this is how the tester will test

The DVLA has it as a 96 but it has 97 seatbelts etc. where can I find the OBD11 port if fitted? I am still stuck with the crap steering wheel though unless there is a way round it.

  • 1 year later...

I know its a year a half later, but is this still the lastest ruling on de-cats on Pre '95 cars?

I have a '90 and looking to fit de-cats
