replacement spring clips

Looking to replace some damaged spring clips for hoses !

 

Can anyone tell me how the sizes are measured before i purchase,

 

The below link shows a 20mm band style spring clip but is the size 20mm

as is or is 20mm the maximum expanded size.

I'm needing to replace the clips arround the right side of the plennum as

well as the clips found on the brake vacuum pipes.
