How does EBC work when solenoids un-plugged?

car is running 7PSi at the moment, as i have the boost solenoids dis-conected.

 

 

if i out boost jets in, it will still be on 7PSI i asume?

 

 

but when you put an electronic boost conrtoller in, you can run over 7PSI.

 

how is this? becasue when you have an EBC, the boost solenoids are still disconected?
