If a light is fitted and required by law and you remove it, it will fail the MOT. It is classed as an obligatory lamp and basically has to work, whereas fog lights on the front are optional lamps.

From the video that looks quite appropriate actions by the police and also by their actions it looks like they used CS and if that didn't have any effect on the subject then they can justify some harder tactics. I don't see any problems with the incident.

Check all the hoses and try and find the source. If and when you find you need to repair it and took up the coolant but don't use water - causes the aluminium to corrode. Get the proper green coolant.

Police are trained to deal with people in various ways and one of the things they assess are impact factors, ie size, state of mind, intoxication, location, to name but a few and then they react accordingly. They also have designated body parts to aim for in an order of severity however in the real world you may not be in a position to do it as in training.
