See if the pistons push back in the caliper easily,if they do that's not your problem!-then whilst the pads are back,try turning the wheel,if it 's still tight the problem is with the handbrake shoes inside the disc! ;)

Dude the pads have nothing to do with the handbrake!-and yes the pads should be on the disc just enough to feel resistance to turning-any more and the piston(s) is seizing! :)
