I had the same on my temporary fit bumper. I just bought a 3/4 size number plate and stuck it over the holes. Job Complete!

Just so you know, the wholes in your front bumper arent butchered. There is supposed to be a couple of brackets that bolt to the inside of your bumper, then your number plate covers the holes.
