seized pulley?!?!

what would cause one of the little pulley's to seize?

 

Dont know how long its been like that, the car has been running pretty crap so took it for some TLC and found one of the little pulleys were seized? is is something i did wrong, or didnt do or just something that happens. :( :(

 

Its since been oiled cleaned etc as a temp measure and apparently I need to get a new bearing ... :rolleyes:

 

oh and by shite, one of my wheeels (thin strip on the inside) was down to steel :wack:
