sounds like you're not getting enough current to it, i had a similar problem with mine but, i had an after market kit which dimmed the lights when the car had stopped moving. not saying you have that kit fitted just, it sounds like the same sort of thing when the power goes down. have you done a voltage check including continuity? maybe theres a bad earth or open circuit some where in the line.....

I'v actually got used to it - sounds insane really does'nt it, cos everyone says it is LOUD! I drove to edinburgh and back a couple of weeks ago 400 miles, i think i just became immune, also loud music helps. TOTALLY WORTH IT, the way people look in disgust when i go past. lol

Hi,

Check the "suspect" bulb on other ballast wired up to the other side of the car (meaning, if the suspect bulb is currently wired up on the driver side then wire it up on the passenger side using the other ballast). This will help determine whether it is (a) the bulb, (b) the ballast (although by your own description it doesn't appear to be that) or © the car's electrical wiring.

I don't think you got the kit through me but if you need a replacement H3 bulb quick I have several in stock (provided they use the same connectors).

HTH
