I'd just use a peice of perspex and cut it to form the bottom edge of the bumper lip. I'd then get some of the cotton glass fabric. You can get some already impregnated with ressin that you use an activator with.

 

Fasten the ends on to the bumper where you want it to blend in and then stretch the other end over the perspex lip former. This will give you your basic shape. Activate it, then when it has set use bumper filler to get the shape bang on, smooth and blended to the 99 spec.
