Blocked intercoolers?

Im am getting 0.5 boost more often than I should be! All I need to is drive my car a couple of miles, turn it off and back on again and the car runs at 0.5 bar.

Could this be due to blocked intercooler(s)?

 

It might be worth a check, how could I check for blockages? Is there a way to unblock them i.e. a unblocking solution if there is such a thing?

    Intercoolers shouldn't get blocked, only clean air (from the airfilter) goes through them. There is the possibility of a little oil from the turbos, but next to nothing.
