Low voltage

I am attempting to fit a new stereo in my car, but when I plugged the ISO connector in, i heard a funny whirring sound and a pop, and now my permanent 12v feed is only supplying .09 volts, it cant be a fuse blown or it wouldnt show anything, anyone got any ideas???

    Check the fuses, there should be two for Audio in the footwell, they could have blown and this could be leakage from another circuit.
