If we're gonna get scientific one my ass... by turning down a dimmer on a fluorecent tubing (which you ain't supposed to do) is makes the gas act like a giant capacitor, it charges up and fires across it in bursts making it flicker more or less dependant on the position :D

 

So its a flicker control :)
