Speedo Problems

My speedo seems to have gone and got a mind of its own.

 

Doesnt normally work, then does. Seems to work at faster speeds more often than slower ones. Gets to 120kph and stops there. Takes ages to return to 0, if it has decided not to just stay at 120kph.

The speed chime works even when the speedo isnt.

 

My car has no conversion thingy and is a j-spec auto. Was working fine untill i didnt use the car for a few monts.
