Non Jargon please :D how on a fairly decent home user spec'd cam can i improve the quality.

Like Paul said, it comes down to the quality of the camera hardware (lens/CCD chip/internal software) that makes the difference.

 

I've seen 2 mega-pixel cameras from people like Canon/Nikon/Fuji give a better picture than a 4 mega-pixal 'cheap' camera.

That's why I've bought a Canon in the end. (Found out the hard way LOL)

Not true, the reason more pixels is desirable is to that when you print the photo's properly on normal sized photo paper the quality is better. Of course the resolution of the printer has a lot to do with the overall outcome.

Ahah, so it's 12 mega-pixal interpolated from a 6.3 million pixel CCD.

 

Should be capable of some really nice pics though!
