2 of those are very nearby me. They usually get vandalised about a week after they get fixed, you can almost set your watch by it.

Nope, hasn't cost them a penny, they steal the money off of us, the working people, so they don't really own the money they spend. They try and convince you they do, but they don't. AFAIK taking something off someone unwillingly is theft, and i sure as shit DO NOT willingly pay income tax, VAT etc. so at the end of the day it costs us money.
