whats the difference with this an other hid's ??

That looks like an H4 fitting only - H4 bulb is found on cars with combined main/dipped bulbs rather than separate units like we have.

 

I reckon it's cheap because it would not be legal to replace the H4 bulb in such cars, with this kit as the single filament would remove the main beam function of the H4 bulb.

 

If they do it in an H3 fitting at that price it would be a bargain!!
