Rev limiting at gradually lowering speed

Hi all,

Anyone got any ideas:- I met someone down the road from my parents over the weekend with a nice silver TT. He has had a problem with rev/speed limiting coming on. It started some time ago at about 130mph and has gradually dropped down and is now coming on well under 100. He has had it de-restricted and thinks it might be something to do with this.
