Still Won't Start

This may seem like a dumb question, but if the start signal is missing as my Conzult says it is, should the car start at all? What does this signal do.

 

I supsect that this may be the source of my starting problems in which the starter motor spins and spins and until this morning would eventually fire uo(have replaced the fuel pump to no avail). Which fuse is in line with this signal. The legend on the back of the cover (in english) doen't kake it all clear which one it is.
