RHS light cluster problem

Taking apart my cluster the other day to try and find out why it wont light up when you switch the lights on at night, I noticed a rogue wire taped up that looks like it was pulled from the middle block of one of the plugs. Its a red/blue wire. Has anyone got an idea of why it would be pulled or what its for? Im hoping it may have something to do with this problem with the lights not coming on although when i plugged it back it nothing seemed to happen...could it be something to do with the fog switch perhaps?
