Question about the front lights?

Hey Guys,

 

Was wondering if this is right.

 

On normal beam the outside bulbs are on, then when i put it on full beam the outside lights go out and the inside ones go on.

 

My thinking that when the full beam is on all 4 lights should be on, am i right or being stupid?
