electric fans and shipping charges????????

Ive just invested in an uprated rad and have heard there are ways of getting round paying the tax any ideas how this is possible :confused:

 

I have also found on removing my old radiator that the fan has started cracking all over :( where is the best place to pick up the electric fans? ive heard these are better because you will gain a bit more bhp!
