Anywhere in the NW I can get my ECU socketed?

Anyone know of anyone that does this in the Northwest?

Yes but I know a man who has years of experience working on Z ECU's and has done more than anyone else in this country LOL

are these things surface mount or are they nomal??

It's a standard EPROM, the original will be hard soldered onto the board. Easiest to carefully cut the legs on the existing chip rather than tw*t about with a desoldering tool, then remove the pins individually. Solder a new socket in and insert new chip :)
