turbo problem

hello today i swap my serial turbines to t28 and the problem is that not blow more like 0,7bar

I was checking the pressure test and is ok no leaks so i decide disconnect ebc and blinded hoses from actuator and still is same problem what you think actuators are broken? help if eny1 know something.
