It may look like an auction but in reality it isnt.

Copart will only sell it if the "bids" are in excess of the figure they need/want to return on the vehicle. If not they just relist it again... and again

There are also Copart fees to be paid by the buyer.

Too true Mate,i know of somebody who had a horrendous experience with them.
