They are rep points mate, you can give rep by clicking the green button top left of each post. To get more bars people have to give you rep.

rep power is a mix of how much you have posted and how much rep you have given. You currently have a rep power of 18, so if you give rep to someone you will increase their rep by 18. If someone gives you rep, like I just did, your rep points (not power) will increase by the amount of rep power they have. This is shown by the green bars..

Have a look in your control panel and see what your rep points are. You only get a bar once you have reached a certain amount of points etc..
