Diff cooler?

I had the rear drivers side wheel off today, and noticed a small rad type looking thing with pipes coming out that have been blanked.

 

What is it?

    ? I broke my uk car up a few years ago and my cooler was dry, if you do a search it only comes on at daft speeds for a short ammount of time, doupt the owner would have noticed a leak, other than that ? :surrender:
