Wheel alignment....

what would cause one front wheel to appear to be out of alignment. It appears to be closer to the front bumper than the edge of the wing i.e not central within the arch, ohh on a completly stock setup???

I'm wondering if it's ye olde tension rod bushes gone really bad cause I get vibes through the steering wheel at about 60mph, then they kinda dissappear around 90mph. It's not balancing cause I've had it checked three times......
