Flasher trouble...

Help - my flasher takes 20 minutes to start working!

 

I got a new one from Halfords (after the original died) but the new one only starts flashing after about 20-30 minutes of driving. It works fine after that, so it's not faulty. Can't be a fuse. This is too weird.

 

Any clues?
