Turbo timer - defunct

Was resetting ECU after cleaning throtle bodies and when I re-connected battery turbo timer is no longer working, in that it won't power up.

 

Its made by a company called starbo (who????) just wondered if anybody had any ideas. There doesn't seem to be a reset switch, but there is a switch on the back labeled - IGP ADJ.

 

If I can get it working again does anybody have any ideas on how to programme it. I have manged to get it to swith the engine off after given time but thats it.

 

Thanks for any help you can offer.
